Man charged with felony strangulation of teen
Metro police have charged a man with felony domestic violence strangulation after they said he kidnapped and sexually assaulted a 14-year-old girl.
On Tuesday, Metro police officers said they responded to Arizona Charlie’s Hotel Casino in reference a domestic violence incident between a man and a woman. While investigating, officers said they learned the victim was a teenage high-risk runaway and the man was identified as Byron Payne, 42. Police said their investigation revealed the victim spent the evening at Payne’s residence, where he forced her to have sex with him. Police said Payne then revealed that he was a pimp, and he was going to set the victim up in a room at Arizona Charlie’s where she would work for him. She was then driven to the hotel and taken to a room, police said. Police said once in the room, Payne and the teen got into an argument when she tried to leave. Payne then grabbed the victim by her neck with his hand and then his forearm and began strangling her. The teen was able to get loose and flee the room, police said. The girl, 14, was transported to a local hospital for a sexual assault exam. Payne was booked into the Clark County Detention Center on charges of felony battery domestic violence-strangulation, felony sexual assault, felony statutory sexual seduction and pandering, Metro said. A law was passed in July 2009 making it a felony to strangle someone during a domestic violence situation. Studies have shown that suspects who grab their victims around the neck, or attempt to strangle them during domestic fights, have a high propensity of eventually killing their victims.
